Just go to a Telcel store and ask them for a SIM card and say that you want the Amiga plan which is a pay as you go plan. You may need to show them a passport before they will assign you a cell phone number. The Telcel store that may people use is opposite the parking garage behind El Torito in Plaza Bugambilias - just down from the now closed down casino. They speak English and are very helpful. There is no such thing in Mexico. And it is not a plan, just a pay-as-you go, no contract You can stop paying anytime with no penalty. So what I said is your only choice unless you can use your US Walmart phone here but you will presumably end up paying high roaming charges.
