NEW FEDERAL LAW July 1 RE: RFC 1 includes foreigners

Does the appt have to be in the area you live? For example, if I live in GDL but am going to be Baja Sur for a couple of months can I just get the RFC while there? It seems like it wouldn’t matter since SAT is a national office. Thoughts?
