They fail to discuss anything about the exemptions for metro areas less than 100,000 population. That falls into similar erroneous statements like: "Chapala is increasing property taxes by 88% for 2023". Luckily, so far we are not witnessing that steep of an increase. Neither statement merits a paid subscription to the Guadalajara Reporter. If your registration is lakeside, and you don't live or work in GDL it does not apply to you. Any other information is wrong per the government website. Traffic police can not issue tickets.
