Car emissions

The sad part is the erroneous writing in the Guadalajara Reporter when they say : "All Jalisco-plated vehicles are required to have the emissions test".  They fail to discuss anything about the exemptions for metro areas less than 100,000 population.

That falls into similar erroneous statements like:  "Chapala is increasing property taxes by 88% for 2023".  Luckily, so far we are not witnessing that steep of an increase.

Neither statement merits a paid subscription to the Guadalajara Reporter.    Sounds like AMLO is doing their writing: "TOTAL FICTION!"

Please check the thread on TOB on property taxes. You will note that for those posted, their taxes have been pretty much doubled for this year. So erroneous statement maybe not.

I do not understand the questions and problems with all of this.  Folks it is 500 pesos not 500 dollars.  Why take the chance of being stopped and arguing that you are right.  Get it done and be done with this. It is so easy to do and if you feel you cannot do it yourself, hire someone.  Very little Spanish needed and quick to get it done.

You do not need it if your vehicle is registered in Chapala or Jocotepec, and you do not live or work in one of the named municipalities PERIOD.  This is not a grey area. Transit police are NOT AUTHORIZED TO ISSUE TICKETS for this. Thus there is no risk of being stopped for not having a sticker by transit police.

Only checkpoints ( like the alcohol checkpoints  ) will be able to check for the sticker, and if your registration shows you are not in the areas where it is required no problem just like if you haven't been drinking at an alcohol checkpoint you will have no problem. . All vehicles will be stopped in one of those checkpoints,

Guadalajara Demonstrations  using google translate  published 1/4

With arguments such as that it is a collection program and that there is no installed capacity to provide care, a demonstration was held against the vehicle verification program and the upcoming application of fines.

Abraham Alejandro Gobel Gómez, president of the Association of Workshops for Vehicle Emissions and Repairs, asserted that the state government's position is abusive because they do not have the installed technical capacity to carry out vehicle inspections, but they are preparing to start fining who does not comply

"You cannot talk about fines, among other things, because they do not have sufficient capacity to provide the service, at least 284 lines distributed geographically in the State are required, this is stated in the technical manual, the regulations of the same program , and studies from the Mexican Institute. of the oil; there they talk about 284 lines, but the state government says that with one hundred lines and they don't even have them, ”he explained.

Gobel Gómez said that they are prepared to present protections against the infractions or the withdrawal of vehicles, once those sanctions begin to be applied. He reiterated questions such as that the program is for collection purposes and that it favors foreign businessmen who have the concession for centers and the technology used for measurements.

“We are preparing for the protections and that the acts of authority are given, that is, the fines or the removal of vehicles are applied, once they are executed we will proceed. We have protection schemes with various assumptions such as limiting free transit, the withdrawal of units or fines; we are preparing them to promote it when the first acts of authority are given, ”he explained

The demonstrators gathered in the area of the Minerva roundabout and mobilized in a caravan to the Historic Center of Guadalajara to protest in front of the government palace. They commented that they were not assisted by any authority, although they proposed to form a commission for dialogue

Some posts are stating that simply driving through the areas, i.e. trip to airport or Costco Guadalajara, will require emission certification with a vehicle registered in Chapala. I suspect this isn't correct, but definitive information would be beneficial.

NO  Where your car is registered and where you live/work is the requirement.  If your registration is lakeside, and you don't live or work in GDL it does not apply to you.

Any other information is wrong per the government website.

Traffic police can not issue tickets. In the rare event you get into a line where they are checking for the sticker just show your circulation card.

They don't have the capacity to test even just the residents of the ZMG.  Of course if they had a lick of sense they'd exempt vehicles newer than 5 years.  But they don't.

I had to get an emission test done on my new car driven from the dealership to the testing site; insane.
