 This information was published today.  I have been following the federal website, nothing is there, thus I answered the question in the way I did. 

As of Sept. 21 Jalisco is not listed on the federal website. So as to Jalisco as of September 21st there is no place to do it. 

Some requirements are; older than 2016.  It has to have been in the country as of October 19, 2021 or before, and not legally be in Mexico.  So as I read it a vehicle here on a legal permit (TIP) would not qualify.

So when the modules open in Jalisco if you have a car you brought to Mexico illegally before October 19 2021 you could be in luck.

Great story but as of Sep. 22nd there is no Jalisco module on the federal website. 

So when the modules open in Jalisco if you have a car you brought to Mexico illegally before October 19 2021 you could be in luck.

After poking the internet a bit I finally figured out what you folks were talking about.

The cars chocolate are vehicles that entered the country, especially the northern border illegally, as they obtained a temporary permit but did not return to their country of origin. According to the Official Gazette of the Federation, there are currently around 2 million chocolate cars in the country. 

The cars, mainly from the U.S., are known in Mexico as “chocolate,” a play on the word “chueco,” or crooked.
