MtnMama
Pet Avenue appears to be a chain of pet stores so you will likely get less response than from a locally owned shop. The contact info for reporting animal cruelty is pinned to the top of this section.
sue
The Ecology Dept is in the same building where you go to pay your property Tax bill . Main floor off to your left or You can ask the person managing the information stall inside the front door they will direct you.
Ozalene
UPDATE TO EARLIER TOPIC OF CRUELTY AND ABUSE OF BIRDS Went back to "Pet Avenue" this morning to get photos to take to the Chapala Ecology Department. And....THE BIRDS WERE GONE!! Several people responded to my first post saying..."Buy them and Set them Free". Perhaps this is what has happened. I am hoping for the best for those beautiful birds. Thanks to all of you who responded to this topic and especially to those who provided useful information.

Stephen White
It is Illegal for them to sell these birds. They used to only sell captive raised non-native species but that seems to have changed. Stopped going there when I saw them selling painted buntings. Northern cardinals are not native to this area of Mexico nor are they migratory. I suspect it’s another species coming to you yard every winter. Ozalene
The birds I was writing about were in a cage in the "Pet Avenue" store in Chapala. They were no in my yard.
