The Grainery sells delicious dark chocolate in broken waifers.  You can have regular or sugar free.  They say the sugar free really tastes sweeter.  I make my own chocolates with it.

The closest thing to wafers that I've seen locally are at Lakeside Market, just east of Panino Restaurant. It's 70% Turin chocolate. I used to get 70% Mexican chocolate wafers at the abastos, but have not been there this year. Rony, the chocolatier, used to sell wafers by the kilo, but I don't think that he's making chocolate products anymore.
