ALTHOUGH JALISCO IS NOT IN THE MOMENT OF ACTIVATING IT, ENRIQUE ALFARO ANNOUNCES THE EMERGENCY BUTTON THAT COULD PUT A STOP TO ACTIVITIES IN JALISCO; THE ENTITY IS DOING WELL, BUT IT DEPENDS ON THE CITIZENS THAT IT IS NOT ACTIVATED

Posted by Prensa on Tue, 07/07/2020 - 18:59

- The criteria that will be evaluated for the activation of the emergency button are two: Saturation of the hospital system of 50% and weekly incidence rate of 400 infections per million inhabitants, by date of onset of symptoms

Jalisco is doing well in the reactivation, economic but it depends on the citizens that this continues. If the dynamics of the pandemic that Jalisco has experienced in recent days is maintained and people still do not understand the level of risk posed by breaking the confinement and taking to the streets, impacting the mobility of the city, the lives of Hundreds of Jalisco residents and the need to stop all activities in the State by means of an emergency button, announced Governor Enrique Alfaro Ramírez, detailing that due to current circumstances, the state epidemiological traffic light has lost its function and the law will be applied instead. button that consists of two indicators that will define whether or not to stop all activity in the State.

The Emergency Button, explained Alfaro Ramírez, consists of the definition and application of two new indicators that will be evaluated: Saturation of the hospital system and weekly incidence rate by date of onset of symptoms.

"If the first indicator reaches 50% or the second reaches 400 cases for every million inhabitants, we will have to stop once again. So clear. Today we are at the first indicator at 26% and at the second at 290 ”.

“Today there are no conditions to define a date and therefore a new methodology will be built to make decisions that weigh the risk by type of activity. This will define the opening of cinemas, theaters, bars, event rooms, convention centers, casinos, among others ”.

By saying 'stop dead' we mean a more drastic measure than the one we took in the first stage of social isolation. It would mean shutting down all industry, commerce and services. Only the operation of the health, security and food supply services would be maintained. In this period of total confinement, restaurants could not operate, nor in their modality of home delivery. There would be no public transport service except to meet the demand of health and security personnel. They could not operate the tianguis, nor the banks, nor the churches, nor the government, nor the squares or commercial corridors. They could only open markets and self-service stores during the week only for food sales. ”

"We have to understand that the relaxation of citizen discipline is taking its toll on us. In the last week the average of daily infections is 536. We have been with more than 1600 active cases for three weeks. 25% of the 867 deaths in the state occurred in the last week. The level of positivity increased from 27 to 31%, but above all, we are concerned about the level of wear and tear faced by our medical staff, our doctors and nurses who can do it, they are working tirelessly, "said the president, referring to the fact that There are 444 cases of infected health personnel for attending Covid cases and 1,873 cases of infected health sector workers.

“There are those who are not fulfilling their responsibility as requested: the vast majority of companies and businesses ignored the call to schedule staggered entry and exit times, and that had an impact on the risk level of public transport. For their part, people did not understand that it was necessary to stay at home except for what was necessary and that is why we have seen in the last few days crowded places in the city with people on the go. The economic reactivation only had to impact 7% mobility in our state. What we have seen these days is something else: a clear display of irresponsibility and unconsciousness that has put us all at risk. This cannot continue like this ”, he emphasized.

According to Hector Espana, IF the numbers result in a shutdown, it would be for 2 weeks.

VIVA Alfaro!

The governor has announced a red line in the sand. If this line is crossed , he will shut down everything and start over!

The red button items are 50% hospital capacity and/ or 400 cases / million citizens. If Jalisco hits either of those numbers there will be total shut down for two weeks and then a restart, hoping that people and businesses have learned their lesson!

Your friend Hector Espana!

And after 2 weeks CV will still be here.  And will it only be two weeks?

You want to see some serious unrest in the Mexican community, just try this.  Working people and small businesses have reached the point of desperation and desperate people can get very angry.  Hard for all you expats with your pension and SS checks to understand the damage this has already done to our Mexican neighbors and small businesses.  Try harder.

Their own numbers show CV is at a very low level and changing slowly in most rural and small towns of Jalisco.  This is primarily a disease of city people and care homes everywhere.

This guy likes to bluster and threaten but he also wants to get re elected.  Won't happen.

Small correction. Re-election is not a possibility as presidents and governors are limited to one six year term.    But  watch... His next run will be for president in 4 1/2 years.

Recall and impeachment  seem to both translate to    destitución

Article 76 of the Mexican Constitution,  gives the Senate power to appoint a new governor "when all the constitutional powers of a federal entity have disappeared"

The Senate Permanent Commission must ask the affected governors for a report on the situation of their states before passing the measure to the plenary, where it must be approved by two-thirds of the senators.

The Constitution establishes that the Senate must elect the new governors from a short list presented by the President of the Republic, and the appointed governor cannot run for re-election.

What follows is a translation of Alfaro's speech (found on a local FB page).

Quote

Hola, amigos - Joanne Rodriguez has kindly provided a (mas o menos) translation of yesterday's alert by the Governor - here is the basic info below. If you forward this, please give her credit.

As of July 7 , Governor Enrique Alfaro is suspending the Orange traffic light status and is threatening, on July 15, to suspend all non-essential services until we can behave properly.
He more or less said, "We have lost the advantage we had gained on the virus by breaking with the social distancing, facemasking and handwashing mandates. We need to break the chain of contagion and the only way to do this is to send us all home".

If we don’t get our act together NOW, on July 15 for a period of two weeks—
• we will have no restaurants open. No takeout. No delivery. No pickup.
• all businesses will close except essential services. Essential is healthcare, security, infrastructure employees. Everyone else will have to go home, to their family. No work, no play
• public transportation will not operate except to transport essential workers to essential work.
• banks and all businesses except groceries will close. Groceries will have curtailed hours. No restaurants, including delivery or takeout; no church, no tianguis, no movies, no plazas, no malecones, no sports, etc.
• EVERYTHING will be shut on weekends. (Nuevo León and Tamaulipas states are doing this—also NO DRIVING in those states on either day.)
THIS IS OUR LAST WARNING!

What indicators will allow Alfaro to reconsider? There are only two, and it may already be too late. By July 15, he’d better see the following, OR ALFARO WILL HIT THE EMERGENCY BUTTON!
• Hospitalization saturation rate. It had better drop under 25% capacity (By his count, we are at 26%; by the Feds’ numbers, we are at 23% occupancy for general beds and 28% for ventilator beds.) If we hit 50%, he will hit the Emergency Shutdown button.
• The Covid-19 weekly subtotal, using the date of first symptoms chart had better decrease.

POR FAVOR, LOS QUE HABLAN ESPANOL PUEDEN ESCUCHAR AL AVISO DEL GOBERNADOR DE AYER.

Saludos and please quedate en casa,

IMO, good in theory, but in reality, it won't work. Gringos will probably comply, but do not own the stores, etc. that should close down.

As to masks, rules/laws mean s**t when there is no effective enforcement, and I haven't seen or heard of anything effective.

From my observations, it is not the gringos that are ignoring the face mask advice/directive/orders.

It will continue to be the period of personal responsibility, just as it has since Day One.

Huh? I am one of the expats mentioned and am acutely aware of the economic hardship this virus has created, as are many of my fellow expats- you know, those unfeeling folks who have ponied up a portion of their SS checks to support one, or two, or three of the feeding programs in the area. Don't patronize me to promote your own agenda, it won't work. Try harder.

Not acutely aware enough.  You're one of the ones here always beating the drums for harsh measures to protect old expats.  That's your agenda it seems.  Well, charity is no substitute.   They don't want your damned charity, they want to work.  Protect yourself and get out of their way.

Try harder

Harsh measures? They are logical, common sense measures proven to work to contain a highly contagious and dangerous pandemic. And those measures are designed to protect everyone-  measures that are being employed, all around the world, where people have sense and education, that have kept the infection and death rates down in those places. Places that don't have any "old ex-pats".

You criticize endlessly the things that are quite normal in Mexico, yet now you're the big defender of Mexicans who want to work. And no one is telling them they can't work. All they have to do is wear a damn mask, not around their neck, but properly, stop having parties as if the pandemic is a joke, and enforce distancing in their stores. It's not that complicated.

I can't recall previous drum beating but you may be right. Oh, and don't curse at me. I have been cursed at by much better people and, yet, I still believe in what I believe in.

Virtue signalling alert.

Ah, the true humility of the "enlightened."  Everyone who doesn't see it their way is a dinosaur.  It's the new religion of CV.  :D

Notice no comment about the breaking report of false positives.  It doesn't fit the narrative.

This is referring to the USA and yes, It is true.  The bad antibody tests were allowed by a federal government that did not do due diligence and allowed testing kits to be approved willy nilly.  The FDA (or whoever) let any and all produce kits with no over-site.  The Texas city of Laredo got bilked for hundreds thousands of dollars for test kits that did nothing.  Money down the tubes.

this was antibody test kits not virus infection test kits.

And now the fan club is fully assembled, we can move on.  It is interesting to note Mr. Alfaro hasn't repeated his threats for two days.  Wonder if someone wised him up as to what the reaction of the Mexican community would be?

Inquiring minds want to know.  :D
