Governor's Speech on reopening

The Govenor’s long anticipated speech from last night on opening some businesses, published in La Voz de la Ribera. It’s basically a two-week test to see how we do. In two weeks it could get stricter or open up more, it depends on us.

With the start of the so-called Phase 0 the Governor of Jalisco, Enrique Alfaro Ramirez, that on Monday May 18 there will be economic revival of some activities.

The Governor of Jalisco, Enrique Alfaro, announced this afternoon that on Monday, May 18th, Phase 0 of the Jalisco Plan for Economic Reactivation will be launched, which will allow the gradual return of some economic activities and is the first step in the preparation of protocols for the following phases of the plan.

Alfaro Ramirez clarified that the start of Phase 0, which will last at least 15 days, does not mean a return to normal social life and activities in all productive sectors, since an increase in mobility or flow of people in the city with disorder could trigger the epidemiological pattern and delay the Reactivation Plan.

"We have not passed the test," said the state president, who added that the plan can be implemented because Jalisco is currently ranked 29th in the nation out of 32 states in terms of active infections per 100,000 inhabitants, and to date has a 10% occupancy rate in its hospital infrastructure.

"I want to explain to you what Phase 0 implies. First, for the industries that had not been considered as essential and that are linked to supply chains, they will be able to start the implementation of this phase, once they have the established protocols and will be able to operate at 50 percent of their capacity, that is, the essential industries continue working, those that were catalogued as non-essential, that are part of supply chains, will be able to start operation at 50 percent of their capacity, and we will establish specific protocols," detailed the president.

He added that for "commerce, what we are going to do is that those who handle products allowed in essential establishments, that is, if there were allowed to be supermarkets, hardware stores, convenience stores of the big chains, well, what we are going to do is that what was sold there, can also be sold in the small stores, in the neighborhoods or in the colonies of Guadalajara and the State.

As part of Phase 0, businesses that do not generate a crowd of people, such as car dealerships, motorcycles, bicycles, furniture stores, appliances and electronic or home sales, will begin to reopen.

A condition for trade in Phase 0, and which will be constantly verified, is compliance with the restriction of permitted density of one person as a customer, per 7 square meters.

"We need to understand that Phase 0 is a transition stage, that it is a stage of gradual return to economic activity, and if the behavior of the virus and the pandemic did not demand it, as I explained, we could make a decision to return to the measures of social isolation and delay everything foreseen in this plan," said Alfaro Ramirez.

Phase 0- Public Activities:

The restrictions and public activities that resume during phase 0:

Social distancing and use of obligatory face masks in public spaces are required.
Parks and sports units will remain closed.
Churches will be allowed to open only for individual visits. No masses, services or speeches may be held.
Public events with more than 50 people and patron saint festivities will remain suspended.
Schools of all academic levels will remain closed.
The Government of Jalisco will adapt its work and health measures in areas of public attention such as:

Public Registry of Property
Public Affairs Archive
Collections
State Pension Institute

What are the restrictions for services and activities during phase 0?

Gyms, spas, recreational and sports clubs are kept closed.
Bars, canteens and clubs remain closed.
Event halls, casinos, recreation centers, spas and entertainment industries, such as the movie theater, remain suspended.
Essential activities such as banks, telecommunications, water, electricity and gas must use their maximum capacity and avoid crowding.
Restaurants and cafeterias will work at 50% of their capacity.
Hotels and motels will operate with closed common areas.

Health criteria and conditions for opening:

Carry out tests for surveillance and active search.
Ability to detect and isolate new cases.
From the surveillance that companies help us to do, it will be possible to detect and control the spread of the virus, combined with contact tracing and the possibilities of isolating people in case of further spread of infections.

I can't envision how going to eat indoors at a restaurant, let alone going to a dance bar, is a smart move for those of us in the most vulnerable population until there is a vaccine.  I just hope everyone including these government geniuses realize the virus is still very much here and there WILL be more cases once the lock down ends.  There is not going to be any free lunch with this one.  Like it or not, people have to work and the burden is on the most vulnerable to protect themselves as best as possible.

That's what we are doing.  We are also transporting her as she is avoiding public transportation.  Fortunately it is an easy walk for her to all markets, she lives just above the 7-11 in Chapala.

Paying very close attention to social distancing and wearing mask whenever around others.  And the usual hand washing, sterilizing, etc.  No travel at all either though we will go by car to NM for needed medical stuff and business in early June.  We won't be anywhere near the higher incidence localities there.

I've read and studied up enough on this topic I believe these are the measures that will eliminate most risk.  That's the best we can do, we are not going to let fear of dying stop us from living even if in a modified manner.

Let me apologize for being a bit blunt here but several of these dance places pretending to be restaurants are planning on reopening and I sure hope most if not all of us have the good sense to stay away.  There is zero possibility of social distancing on a dance floor, masks or no.  I've seen several stories from here in Mexico and elsewhere of specific and significant outbreaks in night clubs.

I believe most of our businesses can be patronized safely with reasonable precautions but do yourself and everyone around you a favor and avoid the nightclubbing until we have a vaccine.

Thank you for this very useful post - particularly the translation. My Spanish lessons are on hiatus due to the current situation, and finding English translations of such important information isn't always easy.

As to the substance, this seems like a fairly reasonable and measured approach. I completely agree it would be unwise for anyone in a vulnerable demographic (or who is merely uncomfortable) to become less vigilant simply because it's now legal to do so. However, for those who are not especially vulnerable and/or, for whatever reasons, wish to take their chances, well, that's on them. Of course, some people who do not WISH to return to work may nevertheless now HAVE to if they want to keep their job. I feel for them, truly; but an indefinite lockdown poses problems of its own - a conundrum of which they are, no doubt, more aware than I could possibly be.

Now, can we please resume alcohol production and (full) sales so people stop dying of tainted booze? I didn't wish to derail the recent RIP thread because I did not know the gentleman. As we are seeing, his is not a unique case: which makes it all the more tragic. I can get all the booze I want from Costco or Amazon. Not everyone is so lucky.

After all this time, I am bringing my maid back in starting tomorrow. She will wear a mask and gloves, and I am only having her do the floors inside and on terrazza. She walks here and never rides the bus. I will be happy to see her tomorrow... 

Gardener works 3 days a week, masked when near our sitting areas, we have been doing all the watering as not to touch any of the same surfaces. When he leaves we simply wipe down the gate. Even though the restrictions will be lifted somewhat, we will be staying home unless necessary and enjoying the summer rains from our lovely spit here in Paradise.  Be smart, stay safe and please let's show respect for the friends and neighbors here that are at the greatest risk.

Our breakfast group will eating outside so with proper spacing we should be alright.  I hope :)

In addition, Eduardo Rodríguez Noriega, chief of infectology at the Civil Hospital "Fray Antonio Alcalde", stressed that, being a new disease, the list of symptoms is growing.

This may affect the results, since in the second survey there were fewer people with the main symptoms of the disease (such as cough and fever).

On the other hand, the percentage of the supports provided by the federal, state, municipal government, civil society organizations, the UdeG and even neighbors has been minimal, since a maximum of 3% of the surveyed population received some .

However, Francisco Núñez de la Peña, researcher at ITESO, pointed out that, although they seem few, they are not and there can be no more support. They could not even reach 10% of the population.

Yes it is.  Locking everyone down simply slowed the spread temporarily, not stopped it.  In the absence of a vaccine the only way for it to finally die out for lack of transmission is herd immunity.  That carries a price of significant deaths among the vulnerable population but on the order of severe flu statistics for the rest.

Sometimes mother nature is going to have her way no matter what we have to say or do about it.

Fair enough. But, if that's the case, then please specify the circumstances in which you would approve of even a modest and staggered reopening of services. Or, if you believe the reopening is timely but too broad, then please identify how the reopenings are excessive. Otherwise, you're merely proposing the indefinite closure of everything. (It's sad this disclosure is necessary but my questions are genuine. If you honestly disagree, then please respond with a substantive post.)

I just don't think that groups of 8-10 people who are in the high risk group should be getting together and justifying it because it is outdoors and the band has  changed for restaurants to open 50%.   In The small place they meet they would  make up the 50% just their group alone.  I don't thing that was the intent of restrictions modifications .

Thank you, Kyle. I agree that people getting together in the circumstances you identified would not be advisable. I don't know if they would be allowed. I'm not sure if it's a hypothetical or a real example. I hope the former. If it's the latter, then anyone concerned should stay away.

I probably am not taking this as seriously as I should, but I want to live out the rest of my life without hiding under the bed.  I prefer to take whatever precautions are available and necessary, and still do what makes life worth living.  What does this mean?  Not sure as everything is still in the "adaptive" phase.

I just know I am not sitting in my chair wringing my hands.  At my age I will continue to move forward and enjoy my life as much as possible without endangering others.  (Just my three cents worth.)
