The airline in Mexico City is responsible to turn in the document. If it is stamped in GDL for a national flight the agent is in error. There are 2 or 3 places in the Mexico City airport to have the document stamped. Of course, if you get it stamped at GDL, you hold it on to it and give to the MEX airline at boarding. With tight connections in MEX, it's helpful for the GDL INM to process the form.
