I can attest to the fact that nothing has  been done about unleashed dogs on the Ajijic malecon.  One man brings about 5 dogs who run in different directions out of his sight, so he wouldn't know if they pooped or not.  This  would be around 7:30-8:00 a.m. except weekends.

I agree with that one. To have your dogs off leash and under control, requires a lot of hard work. It is a privilege, not a right. Sort of like wearing Spandex tights in public 😎.

Let us not forget that the Patron Saint of Chapala is Saint Francis of Assisi, known for his kindness to animals. Stray dogs, no collar, dirty, looking hungry, are picked up and euthanized in record numbers in Guadalajara and CDMX. 5000-6000 per month Guadalajara, 10,000 per month in CDMX. Yes, that is per month.

UH....what is the relevance of this to leashing dogs? 

As far as the unfortunate death rate is concerned, this has to do with another area of personal responsibility: getting animals spayed.
