Can a person from Canada...

The rules say that you must do it in your home country, so I suspect that a Canadian would have to have residence in the USA. However, it might be worth a try at a Mexican Consulate in Texas if you are going to visit there anyway.

Might work, some consulates just ask that you legally be in the country you apply in, have had Americans apply in South America.

We went up to Laredo last year the day our old FM3 visas expired. We got our new temporal visas in our passports (we're Canadian) and they were extremely helpful at the Mexican Laredo consulate and even stayed open late for us to get it all done in one day. You do need to provide all the paperwork, photos, and proof of income etc. at that time. But everything was accepted and there was no issue about us being non-US citizens or residents.

One important thing to note though. Make sure that when you drive into the US to get your passports stamped (you may have to park and go upstairs to the office to do this), because you have to prove your legal entry into the US at the Mexican consulate before they can process your new visa. (We had to return to the border to do this because it never occurred to us it would be required!). When we returned to Lakeside we went through the usual process to get the temporal visas registered in order to get a temporal card. That took months!
