anyone familiar with the mexican consulate in Nogales? I need to confirm they process visa applications (I've tried calling). Also anyone have experience at the san diego consulate? i have heard they are difficult to work with (esp. with covid). Also any know whether financial statements (banks or investment co.) have to be notarized?

I've been told by several people not to use the consulate in san diego so wondering which consulate (of the border cities) is the easiest to use right now . I called the Nogales office about this and both times i was sent to a "full" mailbox. i'm anxious to get this started. Also do the financial statements have to be notarized in some fashion. thanks any info would be helpful
