  1. It all comes down to what the other party accepts, and~or if someone challenges the notarization in the future. Formally, there are some US States that have officially legally recognized 'reciprocity' with the notaries in other states - when the cooperating States have effectively the same Notarizing rules. .. Still... some other states REQUIRE only Notaries licensed in the their State. Caveat emptor ... What's worked for some people may not work for you. That also means .... with a new NAFTA agreement just approved by the US Senate ... and the Phase 1 of the US-China trade agreement just signed ... it's possible that the US economy should finally do better. As the US economy does better, it buys more from Mexico ... and sends more goods to be manufactured in Mexico ... and the 45% US-content in Mexican exports back to the USA ... then BENEFITS BOTH USA & Mexico ... !!! Because Mexican goods exported to the USA have 45% US made content ... it means Mexico is the USA's best trading partner - because both countries benefit from increased US consumption & US imports from Mexico ... potentially increasing MXN peso strength (as Mexican growth has been stagnant during the USA's Trade Wars). Next ... II the cross-border trade springs back to life-before-Trade-Wars aka busy-ness ... and if US & Mexican commerce increases and economic growth heat back up to pre-Trade War levels ... Those changes would drive up oil consumption, driving NYMEX crude oil prices over $70 a bbl. => a stronger MXN peso. Then ... as both US & Mexican commerce increases and economic growth heats back up to pre-Trade War levels ... It will drive more Mexicans working in the USA ... to fill the new jobs created by a finally growing US economy => $10 of billions of more remittances of Mexican workers in the USA sending cash back home to Mexico => driving the MXN peso even stronger. And ... US consumers, buoyed by fresh confidence by finally returning to economic growth - start buying even more products Made in Mexico - driving yet even more Mexican prosperity, would drive the MXN peso stronger. Finally ... because Mexico imports 45% of her food from the USA (corn products, sugar & $10's of billions as US taxpayer subsidized cheap ag USA products) ... the 45% of ALL food bought by Mexicans comes from the USA could become cheaper - freeing up Mexican consumers' pesos to buy yet other goods => yet more Mexican economic growth => stronger MXN peso. but ... Who knows ??? ... Just how long is a piece of string ??

I only note that the local Delegados have discretion in how they determine whether an applicant has an adequate knowledge of the Spanish language, and knowledge of Mexican culture. The local SRE Delgados' discretion to add local requirements clearly has never required your proposed "changing federal law" ... Notice that this discretion of Delegados of SRE to set special local rules, also applies at ALL Mexican Consulates. That's why the requirements for applying for Residente Permanente and Residente Temporal vary from one Mexican Consulate to the next. Example: The Mexican Consulates in Houston, Dallas & across California have very different requirements for Residente Permanente visas ... than the Consulates in Laredo, Portland Oregon, Chicago, and Phoenix. That's also why some Delegados at SRE offices around Mexico set different requirements for applicants for Naturalized Citizenship ... like requiring them to be able to recite 1 or 2 or ever 3 verses of the Himno. ... So ... people reading this are best served to CHECK with their local SRE office to find out what that office expects.

  7. Thanks for that important correction .... Fortunately, spelling naturalización was not part of SRE's test. The knowledge of Spanish & Mexican culture test? ... Giving a 20 minute narrative (all in Spanish) describing all key big events, dates, and full names of Mexican history from Prehispanic times through the expropiación de petroleo was part of passing the SRE test. ... Fortunately, our Delegado did not split hairs ... nor expect perfect Spanish. ... He said he was looking for functional Spanish. More Liana ...   12. Indoor spraying ... DONE PROPERLY ... can be very effective. and ... Indoor spraying is super-important if someone in the house gets Dengue or Chikungunya ... because that infected (febrile) person ~infects~ yet more Aedes ae. female mosquitoes - making a reservoir of Dengue-infected or Chikungunya-infected mosquitoes that bite & infect other people, for up to another 30 days.   "Spraying Properly" = 1. Close all windows & doors to trap the mosquito spray-vapors. 2. Carefully & throroughly spray under all furniture ... inside closets ... up around the ceiling ... ... spraying especially where there are clothes, moving the clothes around briskly while spraying, because mosquitoes love our body odor residues on our clothes. (and yes, bleaching clothes is about the only way to remove the Aedes ae. "Dengue" mosquito-attracting body odor residues.)   3. Run out of the room (   ) and shut the door tight ... and leave the room closed for at least 30 min, to an hour. 4. Work your way through every room in the house ... Close -up tight, spray carefully, & keep it sealed for at least 30 minutes... Notice... Because we can't seal up our patios, gardens or yards, outdoor spraying simply does NOT penetrate into all the nooks, crannies, inside bushes, vines, etc where the Aedes ae. "Dengue mosquitoes" hide & rest. So, outdoor spraying means MORE Aedes ae. mosquitoes in the future.

Unused pools, fountains, tires etc. are BEST treated with either pellets or pucks of "Abate" ... a proven mosquito larvicide that lasts for at least 3 months per treatment. Note: If your swimming pool has sufficient chlorine levels, the free-chlorine disinfectant kills the mosquito eggs & their larvae. => Maintain good chlorine level in pools & fountains ... or use Abate ... or Copper.

It's time to take some fun preventative actions to protect ourselves, families & friends from Dengue & Chikungunya risks. How to best control mosquitoes?? The last 120 years of mosquito control efforts show one proven method, that works both short-term and long term: ... Eliminate Aedes ae. mosquito breeding sites. Since Aedes ae. "Dengue" mosquitoes LOVE just a tablespoon of fresh rain water, we must eliminate (or treat**) or cover all standing water, inside & out. Bits of plastic rubbish, old bags, bits of old crockery, piles of yard waste (like palm frond bases that hold water), fountains, the over-flow dishes under plants ... and even flower pots (with no drain hole in the bottom) ... even unused toilets & floor drains ... ... anything that holds water for 7 days or more ... breeds whole new crops of mosquitoes in just 1 week at our temperatures. **Clean up our back yards & the insides of our homes ... Clean up the vacant lots .. treat "drained" fountains, swimming pools, and old tires with Abate ... Treat floor drains with either mineral oil or ammonia ... If it holds even a tablespoon of water ... it puts us, our families, and our neighbors at risk. = = = = = = = Next?? The last decade of research on over 1,500 homes here in Yucatan shows that GOOD SCREENS, plus nylon curtains over outside-entryway doors is a superb way to protect our family & friends. Then?? I also use our zapper racket (daily during heavy mosquito seasons) to kill all mosquitoes lurking by our front door & back door. Using these 3 principles, we get about 1 mosquito a month in our home for the past 10 years. ... and then, the zapper-racket works great. Finally !! Note that if you have no screens, or are sitting on an open patio ... burning the coils is proven to help ... plus ... spray your socks ... protect your ankles & feet & lower legs, (DEET or Autan) ... because that's where Aedes ae. mosquitoes most love to feed ... especially during mornings & evenings.   21. It's true that the MXN peso got weaker versus the CAD, but it's because the MXN peso has gotten weaker vs the USD (hitting almost $20:1), while the CAD has remained steady vs the USD.. The Euro EU has sagged to $1.11 USD ... and the Pound has slid to $1.22 USD ... and US 2yr T-Bill rates have gradually crashed from 3% earlier this past year... down to a staggeringly low 1.5% this week => a HUGE indicator of looming recession. Why? ... The perception is that the world is sliding into recession, due to the trade wars, as even Germany;s (normally robust) economy has slid to recession numbers ... forcing the German banks to start to raise interest rates for the first time in 10 years .... and the US Fed just raised interest rates the first time in 10 years ... and ... The Chinese are sliding so bad, they just had to default on their first big $$ payment on their massive "Belt and Road" system (stranding Kazakhstan's plans) ... Why? .. The world's best indicaior of an impending US recession just solidly went NEGATIVE - as the US Treasury Bond "Yield Curve" flipped, as BIG MONEY$$ people around the globe are rushing to buy 1 yr & 2 yr US Treasury notes ... and scorning the 10 yr. Treasury notes - because they now see SERIOUS WEAKNESS on the 10 yr scale for the US economy. ... PLUS ... It was announced this week that US manufacturing output has been sliding-falling for the past FULL 4 Quarters ... as the top investors (smart money and big money) around the world are convinced that the USA economy is stumbling, and "very likely" to fall into recession ... So, huge international money is rushing to the perceived safety of short term US Treasury notes... DRIVING THEM DOWN by 50% ...where they were up at 3% ... They are now down at a SHOCKING 1.5% ... So ... When massive money is buying short term US T-bills at a pitiful 1.5% return ... it says that even the BIGGEST $$ PLAYERS are very very worried .... as they cash out of other investments - and accept crummy 1.5% returns from the US govt - because they think ... "At least the US Govt will pay, when other things crash." FINALLY The last big factor in the last 2 weeks of a sliding-weakening MXN Peso ... is that the TRADE WARS just heated up, instead of being negotiated. Both China & USA announcing BIG NEW tariffs these coming months - expanding the economic trade wars. ... And Mexico is caught in the middle... NOTE: NONE of this is political ... It's all just straight-up economic news ... simple reporting of public financial news ... as described by Bloomberg. Why does all this bad economic news for the USA mean a weaker MXN Peso? 2 factors: 1. Mexico is considered the tail of the very big US dog. ... Mexico's economic fate is WAGGED by the massive US economy., because USA & Mexico are the world's 2-biggest & best trading partners. When USA does well, then Mexico thrives ... When USA slides, Mexico is drug down even ~worse~ ... being wagged by the USA sliding down. (especially with this week's USA's & China's BIG expansions of the nasty trade war ) and 2. The Mexican peso is unique ... The MXN Peso is the ONLY "Developing Nation" currency in the world that's traded world-wide ... traded in large amounts ... and traded 7 days a week. ... That means (too often) BIG MONEY speculators use the MXN peso as the SURROGATE for ALL "Developing Nation" economies. When the biggest players: USA, China, Japan, SK, Gr. Britain AND the Europe all start sliding down at the same time - all threatening to go into simultaneous recession ... then the Developing Nations economies (Argentina, Brazil, India, Russia and all of Africa) generally GET TRASHED. ... Because there's no decent way to trade in the other Developing Nation's currencies: (Indian Rupees, Argentine Sols, Russian Rubles or Brazilian Reales) ... INSTEAD ... the Big Money speculators use the MXN Peso as their surrogate for betting that THE WHOLE DEVELOPING WORLD is going to suffer economically ... This means that ... Yes, Mexico's economy is suffering .... but NO WHERE NEAR as much as the currency traders (driven by Big Money speculators) are bashing the MXN Peso. So ... It's been a nasty 2 weeks of news for the worlds economies ... and Mexico is getting punished as the "fellow sharing a bed with the elephant"... Does that all make sense? **This is NOT a political post ... It''s the news reports of economic data & what the Wall Street Journal & Bloomberg economic experts have been saying the past months, intensifying with the especially bad economic news out of the USA & Germany (& China) last week & this week.
  22. As long as your friend is an adult, and has a valid drivers license, is not drunk, they can drive any Mexican plated car. No letters needed ... Like for any other driver, make sure they know where to find the proof of registration & proof of insurance. The only restrictions are on who can drive a foreign-plated car.

Residente temporal visa holders~applicants who have TIP vehicles (here on temporary import permits) must notify Aduana, in writing, of your residente temporal visa being approved or of being renewed. When your new RT visa is 'approved', or extended, when you go in to the INM office, to provide your official signature for your RT card, you then have 2 weeks to notify Aduana. In the written notice to Aduana, along with TIP information & passport info, you also include information identifying & documenting the expiration date of your RT Visa, requesting Aduana to extend the TIP's current expiration date to match the RT visa's new expiration date. Spencer does this well ... dotting all i's & crossing all t's.
  25. The 12,000 BTU A/C units require 10A service (15A breaker) at 110V. That means running 12 gauge (thick ~ 'calibre doce'~ ) cable for 110V units ...or 14 ga. cable (thin) for 220V. Bigger air conditioners like 18,000 BTU draw 18A - 20A at 110V, (30A - 40A breaker), which would mean running (expensive) very heavy 8 gauge wire ... versus only needing 12 ga for 220V @ 10A for the same 18,000 BTU clima. It's just not practical to build 18,000 BTU 110V A/C units, because it takes really heavy wire to carry the 20A current at just 110V.
